how to stop excessive bandwidth usage on windows 8

i use a dial-up connection to access internet through my windows 8 laptop.the bandwidth usage has been crazy and without any explanation. for example: last day i was just browsing through the internet for 20 mins (no videos) and that ended up costing me about 200 mb from allocated bandwidth.i am pretty sure that something else is gulping through all my bandwidth because after that when i closed google chrome i noticed that the usage chart kept increasing and it soon became 250 mb in about 6 minutes.please help,i want only google chrome to able to access the internet when i connect and no other software or app.
 
Solution
Disable automatic updates, background application updates, active live tiles, adblock in Chrome.

Short of create a bunch of custom firewall rules to block everything, a hard job !

I generally don't care about used bandwidth, because I don't have a cap on my download/upload usage. But I just installed a bandwidth monitor on this PC, and 30 minutes of random surfing with FireFox shows ~13MB combined up/down.
And that is with my Outlook open checking emails, 2 Firefox instances with multiple tabs each,

AdBlock Plus.
Close any applications you're not using.
Turn off anything in Startup you don't need.
Run a deep virus scan from a bootable CD AV application.
