Looking at an upcoming server build. The 4GB ram +500GB storage is not enough due to the intense file related use and the continual scanning of important documents.

At least 16GB of ram is necessary because while there are only 3 computers, each is simultaneously using up to 2 different programs installed to the server as well as reading files through these programs. Newer programs will be more demanding.

For a file server with only 16GB ram, is ecc necessary?

If so, will a simple server build work?

Don't expect ANY usage. The Xeon does not have an integrated GPU, so you must buy a GPU in order to even get a video output. ECC is only necessary for computation eg. 3d rendering, modeling, video/photo editing, etc. when calculation errors can destroy projects. I recommend sticking a cheap GTX 750Ti just to get video output.

the e3-1245 has a low performance igpu (p4600), and I can recycle an old gpu to see what I'm doing if that doesn't work.

moved things around. For install time and boot time following a power outage (1/mo), I'll use a 120GB ssd.

Server foundation OS turned out to be limited to 8GB ram, so I've got to upgrade that anyways.

Liquid cooling with a h60 should reduce dust maintenance and make for a faster install, case with more hdd bays, psu with more sata connectors, more appropriate motherboard.

comes out to just over $1800, with room for more ram or another 6-8TB on another raid controller if necessary. Does it sound reasonable for the price?

no, it's not necessary at all under current conditions. each of 3 pcs run dual monitors with applications, mostly tax software and files, run on the server. Under the assumption that 2 users are added in the next 4 years, then additional cpu power will be necessary to support more data.

Just remembered, it will need a network card with more than one port.
