PC setup for Watch Dogs at maxed out settings (1920x1080)

I wish to game with all settings maxed out in a 22" 60 Hz LG monitor.

This is my current setup:

Mobo:MSI 970A-G43
CPU: AMD Phenom(tm) II X4 970 3.5 Ghz (CM Hyper 212 Evo cooler with dual fan)
RAM: Strontium 3x4GB=12GB
GPU: Asus GTX 760 2 GB DDR5 Direct CU II OC Edition
SSD-Adata 256 GB + HDD-WD Blue 1 TB
PSU-Seasonic X650 80+ Gold
Case:CM HAF 912 Combat with fans front-120mm,rear-120mm,top-240mm and left side-140mm)
OS: Windows 7 Ultimate Edition Service Pack 1 , 64-bit

www.systemrequirementslab.com recommends the fx 8350(4 Ghz). But as the mobo does not support fx 8350 i can't upgrade to that. I'm doubtful abt the 8320 too even though its in the compatibilty list.

I can however stable oc the 970 to 4 ghz. will that fulfill the purpose?

I found this link too. The requirements they mention here are monstrous! What are your thoughts on this?

I can play AC4 and Blacklist at maxed out settings(1920x1080) absolutely great with the current setup. I also checked the FPS(via Fraps) in AC4 which is on average 45 during gameplay.

I tested the game "Thief" very recently which is quite playable at maxed out settings.

FPS:
Min : 20
Avg : 35
Max : 50

When I OC the GPU and CPU FPS increases by 4-5(OC only CPU - FPS increases by 3-4)

well you are a good overclocker that fps increase is good.
watch dogs will be more optimized than thief,meaning that it will use your system to the fullest so you should expect similar fps from watch dogs.

640 is not a good card,i have the same card.
the processor is good but the graphic card is an entry level card.
you only need to upgrade the card rest of the system is good.

Due to instability issues on the current motherboard, overclocking will no longer help. So I'm going to upgrade the motherboard and CPU:

Motherboard: ASRock Fatal1ty Z87 Killer
CPU: Intel® Core™ i7-4770K

As I can neither go for another GTX 760 for SLI or upgrade to GTX 780 as of now(budget constraint), how much will I lose on ultra(GTX 780 recommended for Watch Dogs on Ultra http://www.geek.com/games/watch-dogs-on-pc-with-ultra-settings-requires-a-core-i7-geforce-gtx-780-1591134/ ) and what if I overclock the existing GPU on the new setup?

Lol ubi deserve to bankrupt for real.. Well nice buy though gtx 780 is very powerful and reliable.
