Low FPS when facing buildings and center map etc.

Hi, when playing Battlefield 3 I can get near 40 FPS when facing away from the map e.g. Looking at the ocean or away from buildings and players, but when I look towards any densely populated area of buildings my FPS drop to 20 (Noshahr canals 25+). Do you think this is down to the CPU, GPU or maybe both? The problem is my CPU is bottlenecking my GPU, so a GPU upgrade may not benefit me.
My Specs:
My CPU is bottlenecking my GPU
AMD Athlon 64 x2 4200+ OC to 2.66
Nvidia Geforce GT630 2gb Palit Edition
4gb DDR1 Ram (sucks)
250gb HDD 7200rpm
Thanks

Both obviously, amd athlon x2 is really weak and outdated a gt630 is also a weak low-profile card not for gaming.

Thanks you, i'm only 15 so an upgrade really isn't available until Christmas or my birthday (next year) but will a Radeon 7770 help much or is the CPU too bad? (I can purchase the 7770 now)
  3. hd 7770 is a really decent low budget gaming card its capable of running games at ultra 720p but sadly an athlon 64 will do some major bottlenecking but its nothing to serious :).
