H100i + i7 4960x giving Weird Temps need help!

My Specs:
*LGA 2011 Core i7 3.6ghz (turbo 4Ghz) 4960X Processor
*Corsair H100i
*ASUS rampage IV black edition
*Cooler master Stryker full tower Chasis
*GSkill Trident 32GB(8x4) 2400Mhz Quad Channel XMP Edition
*Cooler Master Stryker White
*Corsair TX 850W PSU
*1gb 560ti Nvidia GPU
*500GB Segate HDD(System) + 2TB Western Digital Green(files) + 1TB Segate HDD(Games)

Ideal Temp from my Conclusion:
So here's the Thing I live in India...and I bought the H100i for the fact that I thought it would be far better as its a Liquid Cooler for my i7 4960X....but truth is I am actually new to liquid coolers....I set this baby all by myself...I recently notices My Temps are always at either 40C or 50C...is it normal? or is it the countries temperature at fault? India stays around 25C to 30C....

Gaming Temps From my Conclusion

So I play games like Battleifled 3,Assassin creed 4 with all high Settings... and What i noticed is the Temps get around 50 to 70 mostly constant at 59C(it barely reaches 70 though) so far I used MSI Afterburner to see my 5hrs of gameplays charts and what i saw is that Within the 6 of Total CPU Cores all cores were not utilized(Only 3 or 4 cores used by 40% usage) ..So is 4960X really getting any better out of the H100i? or is it completely normal?
and yes I didn't overclock as I don't require it at all...but Turbo is Enabled though...

The 4960X pumps out more heat than any current gen intel processor. And a 10 to 20C difference between ambient temperature and cpu temp is pretty respectable.

It could be worse, you could live in America in Arizona where the temperature outside is 40C to 45C!

Waiting For the GTX 800 Maxwell series cause I can see waiting could be worth the money!
