Waves on screen while playing

Hello guys!

I have a problem which i can't fix, and can't even figure out. Every time I start a game, after the loading screen, waves appear on the screen going up or down. I have Vsync enabled, even forced it with RadeonPRo. Only happening in games. I do not see it anywhere else, not even when i'm watching HD movies.

Here are my specs:

Motherboard: Msi 7641
Processor: AMD Athlon(tm) II X4 640 Processor, 3000 Mhz, 4 Core(s), 4 Logical Processor(s)
Video Card: ATI Radeon HD 7750
4 GB Memory
PSU: 450 W
HDD: 500 GB
Monitor: BenQ Led G922HDAL (1 VGA port)

I have tried the following things:
Replaced the monitor whit other one, ASUS. No result.
Replaced VGA and power cables. No result.
Replaced VGA, DVI adapter. No result.
I have bought a DVI cable, with VGA - DVI adapter. Message on monitor: No signal detected.(No idea why). Same with ASUS monitor.

I have ran 3DFutureMark Benchmarks. My video card did not go over 70 C. Everything seemed to be fine.

Now i'm thinking of changing my PSU with a 550W. Don't no what to do. Any ideas any one?

no need to upgrade psu because you have pretty enough watts for your whole system. The thing i would suspect is monitor but then it does not make sense since it just happens when gaming right ? so first pull out the graphic card and test your games with intergrated graphic card to check see if your graphic card caused that. also you could update directx and graphic card's software
