FX8350 underperforming,Low fps,stutter in all games

Hi all

Sorry if i come across as arrogant during this post I am just extremely infuriated.

here goes,

less than a year ago i purchased a prebuilt PC from Overclockers UK because I had no experience in building PC's and i didn't know anyone who had a Gaming PC and The price was pretty good for what I got

at the start i was extremely exited so i didn't notice that much but a few months in it felt like my PC was severely under-performing

I can't play any demanding game and i also have to use Vsync in every single game apart from minecraft otherwise its chugga-chugga-choo-choo, stuttering like mad. I also get lower fps that i feel i should like on bf3 i get about 40-50fps on ultra and farcry 3 30 fps on ultra.

here are my specs

AMD FX8350 @4GHz (was at 4.6GHz but noticed hardly any improvement)

Asus Crosshair V Formula - Z Mobo

Crossfire Sapphire 7970's (currently only have one installed because i thought it was the dreaded "microstutter")

250GB Samsung Evo SSD ( games have been installed on this drive)

3TB WD HDD (all games are installed on this drive now)

H80i cooler (temps for FX8350 are 37 degrees full load)

Corsair TX850 Power supply



Some of the things ive tried:

Resetting CMOS

Installed multiple drivers from 13.12 to 14.3 beta (removed the old drivers every time I installed new ones)

tried both 7970s in pcie slot 1-3

forcing vsync and tripplebuffering with D3DOverrider

making custom profiles for games with radeon pro

limiting fps to 60 with msi afterburner this causes immense screen tearing unless Vsync is enabled



All this has lead me to believe that it's either my CPU or Power supply

I don't have any money since im 16 and currently in sixth form so I can't buy any replacement parts

I can RMA if possible

Any reply would be greatly appreciated

There is no way that system should be under-performing. If it is, its likely a software issue. Have you tried a clean install of your OS?

The cpu itself should be fine, there should be no bottleneck at all. My friend got similar setup (8320 OC to 8350 levels, 7950 CF) and get's better framerates than you. Only thing that bothers me is that he plays at 1080p, is you res higher?

I have unparked my cores and i have recently reinstalled windows 7 so I don't think its a software issue all i have running is
CCC
Steam
Radeon pro
i also dont go on any dodgy websites only youtube and facebook and i dont click any links that are posted EVER
So if its not my CPU then i would imagine its either my PSU or Mobo

Nope 1080p in all games

yep 2 days ago only basic things installed like gpu drivers, lan drivers, audio drivers and steam and ive tried installing games on both harddrives cheers for the reply

Spratty, did you ever find a fix? I have VERY similar issues with my single R9 290... check my signature, none of my parts should be of low quality... I'm desperate for an answer...
Every time, it seems my CPU is being used the right percentage, like 60% in BF4, 50% in watch dogs now... and not a single core is at 100%. I also have tried a reinstall of windows 8.1, but to no avail.
-clean installed 13.11-14.6 now.
-updated bios and mobo drivers...
-unparked, did nothing
-windows is all updated
-clean PC, I scan saily with Webroot...
I don't know what to do? did you find an answer yourself? PLEASE tell me, as I've fought this thing for 4 months already...
