Hey I'm building a new rig and am not sure about what graphics card to get my other rig has two 270x and works well just short on memory so I need at least 4 gigs on this card I'm seriously considering a 290 but what cards are better or comparable to the 290 for the same money or less also the ability to water cool is a plus as I have a cool loop installed already and the card muse be 11inches or less and I will likely be running multiples as I have three 1080 monitors

The 290 would better, however a 780 would also be a good idea.
I would say to 4GB 290s with waterblocks would work best. (The boost would be higher because the cards would stay cooler)

the r9 290 is slightly better than the gtx 770 at around the same price if you're gonna use 3 1080p monitors the r9 290 is good.

Check out the Cryovenom R9 290x. Factory watercooled, and it looks pretty decent. I got the XFX Core edition 290x, and installed the HeatKillerGPUx waterblock, and back plate. It looks absolutely wicked. I have pics of it in my build log http://www.overclockers.com/forums/showthread.php?t=743...
Looks amazing, is super heavy too! LOL
