I just upgraded to the i5 4670k with an msi z87-g45 and when I ran cpu-z it shows my clock speeds at 800mhz shoudnt it be running at 3.40ghz the normal speeds can I change the 800mhz and have it running at stock speeds at all time in the bios? how would I go about doing it? I have an h100i cooler so it can safely run at 3.40ghz. any other information you need please let me know I am running windows 7 64bit 8gb ram at 2400mhz.

With that cooler you should be able to get 4.5ghz or so. Here is a guide to overclocking if you don't know how. It's basically just a matter of incrementally increasing the speed and checking stability until you can't go any higher.

Probably the cpu has nothing to compute and so it slows down to save power, use something with heavy load like cpu testing to see if the speed rises.
If not go to your motherboard settings and check values.

It's from speedstep and is to save power and lower heat when idling. It has no affect on performance.

Yea but its not just idleing I am surfing the web and watching youtube videos in hd fullscreen while downloading updates but it stays at 800mhz should I just go into the bios and change it to 3.40ghz myself?

It doesn't require that much power while doing those tasks. It's fine. If you really want you can turn off power saving features in the BIOS.
