Graphics Card not up to par with expectations

hello first off here are my specs
Graphics Card: gtx 660 ti
Ram: corsair 4gb
Processor: 6core amd
hard drive: WD 1 TB
power supply: rosewill 750 watts
Problem: Despite graphics card FPS drops faster than a politicians promise on election day. well maybe not that bad on games like warframe i get all ultra settings with a solid 60 FPS however games like planetside I will get as low as 15 with a lot of lag. fps lag my internet is awesome however I know my graphics card is capable of generating more fps than that. a 6 core processor exceeds the specs of most modern games I know. More ram like 8gb might be necessary i will leave that to your judgement. I have ruled out memory leaks and driver installations are up to date. so I am think more Ram or better cooling I have good tech savvy but i am no veteran anyones opinion will be greatly appreciated thank you all for taking the time to address this issue

Planet Side 2 is extremely CPU intensive. I haven't played in a long while but I do know there was talks of it not playing with with AMD and a few of the Intel CPUs, I'm just going to assume that this has been fixed but it still really is a CPU hog.

Upgrading to 8gigs could help with some performance, I know my machine during games like BF4 and TitanFall will go up to 50% RAM usage and I have 12gigs.

A 660 isn't a bad card, but 40 FPS on the highest settings is kinda it's norm in the newer games in a solid system.
 


so problem is only with planetside isn't it? that low FPS is norm on PS especially in big battles. even my 660 SLI cannot maintain 60 FPS in big battles. this is true to all online games when there is a lot of player in one area. for example in guild wars 2 world vs world my frame rates was often less than 20.
