Any way to make this build more efficient/cheaper? (Gaming)

You can get a non-K cup, a b85 motherboard and drop the cooler. This will save money and not change performance at all really. Overclocking modern CPUs doesn't add to performance really. It's mostly for fun.

I heard that I needed a cooler for my CPU or is that just if I'm over clocking? Also what type of b85 motherboard would you suggest?

Only if you're OCing.

Pretty much any B85 or H87 board with 4x RAM slots is OK.

You only need an aftermarket CPU cooler if you are overclocking. The cooler that comes with the CPU is perfectly fine if you aren't.
