Windows 7 can't boot in new PC due to driver incompatibilities. Is there a way to install drivers without booting?

I built a new PC and put in my old hard drive running Windows 7 Ultimate 32 Bit. When I try to boot I get a blue screen while Windows is loading because it doesn't have drivers installed for the new hardware. I need to access Windows 7 so I can upgrade to Windows 8. Is there a way to install drivers through Windows repair or should I backup everything and do a clean install?
 
Solution
you will lose compatibility with software licences, including OS. There may well be other difficulties to contend with also. Even though it still called windows 7 backup in windows 8 (it's not in 8.1).
Backup and clean install is best IMO. Then upgrade to 8.1, it costs nothing.
