USB device repeatedly connects disconnects

Garmin gps watch, windows 7 pro HP laptop - when I plug the device into the laptop USB it pops up with the auto-play dialog box (and plays the sound of a device connecting), then instantly the dialog closes and the device sound for disconnecting plays, this repeats constantly and I can never open the device or connect to it. I have swapped the cable and tried all the usb2 and usb 3 slots, same thing. The watch connect to other pcs and laptops without any problem. I can connect other usb devices to this laptop without issue. Any suggestions please

I had a very similar problem with a Kingston memory card reader, but only when attached to a new non-powered USB 3.0 hub I bought. KB, mouse, iPod are always present and seemed to work fine. Card reader was fine connected to a port on the case. I was lucky that it was a cheap external part. Not a solution, but good luck! :)
