USB devices causing operating system to stutter.

Hello all,

So I have this really annoying problem with a rig I built recently from (mostly) new parts.

Essentially what's happening is that any USB device I use be it a mouse, keyboard or flash drive cause varying degrees of "stuttering" on the operating system. I've had no other issues other then the USB devices. No random lockups, blue screens or performance related issues.

If I only have the mouse and keyboard plugged in I get an annoying problem where the mouse seems to briefly stop working every once in awhile and then picks up again. Any mouse I use appears to do this.

The keyboard is a back lit keyboard and it also has some strange anomalies. For instance I will be typing away and the keyboard will appear to get stuck on a key, the back light will flash on and off or the keyboard will altogether stop. This is a brand new keyboard that I swapped thinking it might be the issue. The previous keyboard did the same thing.

Things get really bad when I plug in a webcam or flash stick into the computer. The other USB devices really seem to go erratic if I do this. This results in whole lot of stuttering on the OS.

I am thinking this is either a) a faulty motherboard or b) the result of using a cheap PSU.

My finger is pointed at the PSU. It could be under provisioning power to the USB devices but I figure before I go out and replace anything further I would ask and see if there's anything additional I may try.

Here is a list of parts I used to build my new PC.

New parts:

Core i7 4770K
Gigabyte GA-Z87X-D3H
16 GB RAM
AMD R9 280X GPU

Reused from old computer:

XION 1000 Watt PSU.

I should point out my old rig had none of these problems as well but the power draw was likely significantly less.

Have a look at the USB ports. What colour are they? If they are blue then they are USB 3.0, black they are USB 2.0. Check that you have the USB controller drivers installed.

If you have a look in device manager make sure there is no yellow exclamation marks next to any devices (especially "other devices").

Also, try plugging into different USB ports to see if the problem still exists

if the psu is in good shape, i doubt that's the problem.
how do you have the psu connected to 280x. One eight and six on same 12v rail, or separate?
If same i would try separate. You have 6 x 12v rails with 20amps on the first two and 30amps on the last four.

I poked around in the device manager and found nothing that raised concern.

The board is a combination of USB 2.0/3.0 I have tried the devices in different ports with no success unfortunately.

I'm not sure if the PSU is in good shape. Would the problems manifest differently under a heavier load?

The 280x is on the same rail, but I should also point out the GTX 260 I swapped to troubleshoot had no impact on the problem.

I don't have a multimeter handy unfortunately. Is there any diagnostic software out there I could test?

Alright, so I have separated the eight and the six but the problem still occurs.

Anything else you can think of that I can try?

You have tried switching usb ports right. Try it installed into your front panel header usb connectors.

Otherwise, I'm at a loss. Apart from suggesting uninstalling everything related to usb\intel with third party software in safe mode.

Hey Gee Bee,

Last night I put the computer under load using OCCT. I tried a CPU test and it ran fine for the duration of the test.

Then I tried the Power Supply test and within 30 seconds my computer was making a loud solid beep sound.

Any thoughts?
