Windows stutter/lagging randomly during game-play.

I hope this isn't too vague but I'll try to explain what's happening as best I can. I recently did a clean install of windows (but this issue was happening prior to the clean install as well). As I'm playing a game, I'll hear the Window's notification sound (I don't know the specific sound, kind of "boo-boop" like I'm plugging in a new device), and my screen will stutter and lag for about 5 seconds in the game -- I'm not able to alt tab during this time either. I have a *feeling* it might be Chrome, but I'm not sure. I closed the browser and it didn't happen for an hour but I need to do further testing. Just seems weird that it would still be happening with a completely clean install of my OS. Anyone experience something similar to this or have any ideas what it could be?

i2500k
Nvidia 460 GTX
Win7 (64)
8gb RAM
 
I had something similar, turned out to be a failing USB peripheral. If you can swap out (or remove any unused) USB devices including mouse and keyboard, I'll suggest trying that. In my case it was a failing mouse but because it wasn't consistent in it's errors, it took a long time for me to troubleshoot
