IE 11 does not determine a issue on a 'website', even if the website is Outlook.com (Windows Live account) to send email via the webpage. If your using OUTLOOK the software included in Office that is different, and can be simply you typed in the wrong password to deleting then resetting up the account.
If on Outlook.COM website you can't send emails, you need to call MICROSOFT, as that is their service / website, and they can help clear the issue.
