Hello,

Configuration as follows :

Athlon II X2 270 3.40 GHZ
Readeon HD 5450 1 GB DDR-3
2 GB DDR-3 memory
32" HD TV with 1360*768 resolution same for game ( 720P) Quality

Currently I am playing this game better & faster than my previous System it was like this :

i 3 2100 3.10 Ghz
Nvidia Ge force 8400 GS
4 GB DDR-3 RAM
22" Full HD with 1920*1080 same for game ( 1080P) Quality

Currently I am getting FPS on my AMD System mostly 15-18 FPS.So let me know the working ways to boost my FPS.I Want to double my FPS at least.Your Opinion matters.Waiting for a reply from GTA lovers.

Solution
the older i3 had a better cpu but you had a weak gpu if you had added a newer gpu like the 550 ti or 750 ti it would have been a nice low end gaming rig. for your amd pc your going to have to add some ram and a better gpu.

Your no going to be able to double the FPS with the current Hardware you have now just no possible. At best you can try to disable all services that aren't needed then try to play the game (ex stop print spooler, disable any virus protection software you have runing).

trying to get '30fps' today by making legacy hardware patched isn't the best goal nor the best use of your money. While GTA can be improved with a better card, really you will hit a point because your only running 2GB of RAM, and now your on a weaker Athlon II. But the costs of these changed (new video, added RAM, etc.) aren't really worth it when you consider how low cost a new iCore pre-built is. For example a i3-3xxx or 4xxx can be had at Walmart for only $249, including Windows 8, 600GB Hdd, DVD-R, 8GB RAM, etc. A i5 (the normal 'gaming level') can be had for under $400, even seen sales on Slickdeals.net of a i7 Haswell system for only $549!! Each of these you toss in a NVidia GTX 770 ($319) as it can be powered by the 300W PSU, and you got a awesome rig for very little money (of course you can get a cheaper card, they are as low as $149, but may require the PSU to be replaced, +$90).

Your current system is weak to run GTA IV.. Especially the CPU. The old system was way better if paired with a good GFX card.
I'd say go for a HD 7770. It's a good budget card that provides impressive entry level gaming experience. If your PSU doesn't have a 6 pin cable go for HD 7750.
You'll be bottle-necked by the CPU and RAM but the fps will improve anyway with these cards.

There is nothing to do in this case but to lower the settings to low and everything to minimum and set the resolution to 800x600. I don't believe you'll get good performance even on that settings.

You could have used your budget to get a better graphics card combined with your older system you would have probably been able to max out the game smoothly. The game is badly optimized for PC and even with the fixes it won't run very smoothly on a dual core athlon.
