Weird initial boot problem

I just put my new PC together - the components are listed below.

On initial boot up it shows double 00 in the error code LED which the manual says is unassigned.
The machine starts booting I can see the LEDs come on all over the board the memory LEDs light up it looks copacetic. However the machine shuts down in a second or two. Then self starts again displaying 00 in the error Code LED and then shuts down again and will repeat this cycle until I kill the power.

Any ideas? I'm stumped.

What PSU are you using?

In the motherboard manual/motherboard packaging does it show anywhere what bios revision the board shipped with? Are you able to see if the processor is supported vs the 39XX i7s?

Next, test with barebones setup. Disconnect the drives and any extraneous front panel connectors, leaving only the power button. Next, remove all but one stick of memory (the second slot away from the CPU socket, away from the I/O panel. Try all 4 sticks of memory in there with the barebones setup.

That's a starting point to test for component failure.

yah well they are made in China where no one understands the idea of zero defects.
So they let the consumer burn them in.
Oh what a world, what a world.
Just got back from UPS Now it's that ridiculous wait for the replacement they say it'll take 5 days.
