PCI Express video cards won't work with motherboard RC415ST-HM?

I have a Compaq SR2150NX with a motherboard RC415ST-HM (Alhena5)
There is no option to disable the onboard video in the BIOS. The only option in the BIOS is to switch primary video to Onboard, PCI or PCI-E. I dont see any jumpers on the motherboard either.
The problem is, no matter what option I select in the BIOS, I dont get video on the new PCI-E card. Video still comes out of the onboard integrated adapter.
When I boot into Windows, Windows does not find any new hardware.

Does anyone know if the PCI-E slot for this type of motherboard can even be used for a video card?
The new PCI-E video card has no special power requirements. There is no power connector on it as on some of the other video cards. Just plug in the PCI-E socket and that's it. I did install the Radeon HD5450 drivers from the included cd.
Even if I switch primary video to PCI-E in the BIOS, video still is output from the integrated card. The is no option in the BIOS to disable on board video.
Windows doesn't see new hardware either, no exclamation marks only yellow question marks on (Video Controller (VGA compatible) and SM Bus Controller) and under their properties it says no drivers installed for them. PCI-E video card is (Radeon HD5450). How can I disable the integrated video so that I can get the PCI-E graphics card to install and work? Thank you for any assistance!

I would try flashing the bios to a newer version.

You should be able to go up to a 7750, anything higher than that your system would bottleneck your card.
That card should work on that motherboard. Assuming you flash your bios to the latest version and it still doesn't work try theses as well

~Are you using a 24pin power connector on the motherboard?
~Do you have a 2nd card to test and verify that the 5450 is good?

~use a different power supply
~you might have a bad pci-e port/ i.e. bad motherboard

works with a 7750 card that does not need extra power boots right up with a change in the power supply to at least a 500 watt. Funny thing is I tried to use a card that need a power hookup to the card and it wouldn't boot up even with an 875 watt power supply?
