Most computer stores will still have windows 7 cd's, but you can't buy just a cd key. Why would you need a cd key, but not the cd? If you already have the disk, then there should be a key somewhere (on packaging, in packaging etc.) Unless you have a copied (illegal) disk.
In that case, you may as well just buy a fresh disk, because windows is clever, and it knows when it's a copy.

But any computer store will probably still have win7.

There are plenty of perfectly legal OEM Install discs floating around that you can use on a trial basis. You will eventually need a key or it will prevent you from logging in. I was at Fry's last weekend and the "OS" section of the software isle was two bookshelves of Windows 8/8.1. If you ask the attendant, they can get you a copy of Windows 7 still, although reluctantly. My guess is there is very little or no commission on Windows 7.
