Need assistance in computer building competition $3000 Budget limit

Last week I bought parts for a new PC upgrade, and when i did that one of my roommates told me he wanted to build one too. We started talking and decided to have a little competition, we have until April 11 to build new computers from the ground up. We got support from our school computer club and now have a 10 person competition with the school paying $3000 for each of us to build our version of a dream computer station. The winner gets to keep theirs but the other 9 get auctioned off to make up for them all being built. This competition is meant to get more students involved in the club, and showcase students skill. This will only be my second build.

Must include:

CPU CPU Cooler
Motherboard Ram
HDD+SSD Graphics Card
Mid or Full ATX Tower Power Supply
ODD (not Blu-ray) Win7 Professional or Ultimate
Wireless Network Adapter Monitor
Headphones Keyboard
Mouse Speakers (5.1 channel or higher)

Competition rules (not in any specific order, they were mostly just guide lines our teacher/club adviser wanted us to follow):
1. Must have an Intel CPU (Overclockable)
2. CPU must be most expensive piece (Nothing may cost more than CPU)
3. Motherboard and CPU must support up to at least 1866MHz Ram
4. May not use GTX Titan, Titan Black, or R9 290X
5. 1 SSD required (minimum of 128Gb)
6. At least 2Tb HDD (recommend in multiple hard drives)
7. Must contain a minimum of 16Gb of Ram
8. Monitor resolution must be 1920x1080
9. Wireless adapter required for initial build but may be taken out after competition
10. Must support any and all Adobe CS
11. Must be completed by April 11

Also if it is ok with the admins I may bump this post (or repost it) every few days to get some more responses and feed back on what to buy or what I have already bought.

Given $3,000 (and those silly rules), anyone can build a PC.

Here's a school computer club competition I'd like to see:
Given $3,000, how many functional PC's can you build?
Rules:
1. Must include 17" minimum flatscreen monitor.
2. Must include a legal OS.
3. Must include keyboard, mouse, and 2+ speakers.
4. Must be able to run, and include, a full office suite.
5. Must have a wired or WiFi broadband connection. No dialup.
6. Parts and software may be sourced from anywhere legal. Must show receipts for everything.
7. Must be turnkey. Hand it to a random user, and off they go.
