For that setup? Intel stock cooler. It's cheap (free), solid balance of cooling/quiet, and will fit without any issues.
In an Elite 130 your options are low profile cooler or a 120mm radiator based AIO unit.
Most low profile coolers can be ruled out due to the CPU socket location of the MSI board, meaning that even though they will fit under the height criteria set by the case, they won't fit the board as they will block things like the PCIe slot.
Anything that will fit in this area is basically just going to be something fairly similar to the Intel Stock cooler, if you can find anything that doesn't extend beyond the cooler mounting points, you should be ok.
On the closed loop cooler side of things, you can mount a single 120mm radiator in the front section of the case. It's overkill for a non overclocking processor, and it's not going to be terribly cheap - in my mind it's a poor use of funds. Examples include the Corsair H50,H55,H60 (possibly H75, H80i depending on how you set things up inside) Coolermaster Seidon 120 variants, Antec Kuhler 620/650. There's quite a lot of them.
