I need a cheap gaming PC for my cousin. He has a 600 budget. He prefers AMD too so please help me with a build. He wants a PC that can stand a chance against the next-gen consoles. High graphics if possible.

Solution
Here's what I recommend. It will perform a lot better than the PS4 and the Xbox One, without a single doubt :

So does this motherboard crossfire or is it not compatible? how about SLI.
If not can you like also put a motherboard that can do SLI for a dual 760 in the future and a motherboard for a crossfire. Thanks. :)

This motherboard can do crossfire, but not SLI. Though if you are planning to crossfire the r9 270, you'll need to plan ahead and get a more powerful PSU. Same goes for SLI on GTX 760s.
This would be the power supply that I'd recommend for both : http://products.ncix.com/detail/xfx-750w-pro750w-core-edition-04-59617.htm?affiliateid=7474144
And this would be the motherboard for SLI : http://www.vuugo.com/computer-hardware/computer-parts/motherboard/Asrock-motherboard-970%20Extreme4.html?tracking=5108053939762
And here's the GTX 760 that I'd recommend if you choose to go that way : http://www.tigerdirect.ca/applications/searchtools/item-details.asp?EdpNo=8333216&SRCCODE=LSCAN&cm_mmc_o=-ddCjC1bELltzywCjC-d2CjCdwwp&utm_source=Linkshare&utm_medium=Affiliate&utm_campaign=8BacdVP0GFs&AffiliateID=8BacdVP0GFs-zdLkwkSXr86Kgf.passjLg

So basically going for a crossfire ready rig would add $55 to the price that I gave you.
Going for a SLI ready rig, considering that you'd get a GTX 760, would add $157 to the price.

One more question though, Sorry but what would be a good Cooler for this? I don't want it to overheat, I don't know much about computers I'm sorry.

http://www.newegg.com/Product/Product.aspx?Item=N82E16835103099 By far best cooler for the money, should allow for a pretty decent overclock as well when you get more savvy.
