GTA IV Required Specs for High?

I'm looking to be able to play GTA IV on high-max settings or at least good enough to have a good experience playing GTA IV lcpdfr. This is all the specs/computer i have all stock (minus the Power Supply, i currently have XFX 650W Core Edition): Heres the Computer
I'm currently looking at this graphics card to get.
I'm wondering if thats the best option at that price to play GTA IV and if i need a new CPU or even motherboard? If so please recommend one around a max of 250 (USD). Also im currently using dual monitors both 1920x1080 each. Thanks in advanced for the help!

Will it be that bad if it bottlenecks? I know GTA IV is picky so I'm trying to figure out if i need to get a new CPU too that last thing i want his to install and spent 250 on a card and still not be able to run it.
