HWMonitor is showing my FX-4170 reaches temperatures as low as 16c (61f) and as high as 41c. How is it possible that it's cooler than room temperature? (about 70f). I have an aftermarket Arctic Freezer pro 7 cooler. If it isn't possible, do you think this incorrect reading is going to cause any problems?

I don't think that's possible. Coolers are blowing in room temp air. Sounds like magic or an incorrect reading. Probably the latter.
