Questions about ram voltage

I'm pretty new with computers and I was wondering how ram voltage works. I understand that the amount of volts usually depends on the speed of the ram. I'm wondering if all volts work for all motherboards.
This is the motherboard I'm thinking of getting: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

I'm thinking of getting 16GB of ram (2x8) that is 1.65V and 2400.

Yes they will be fine, with Haswell I look for 1.5 up to 1600, 2133 and above 1.6-1.65 is perfectly fine

1866 is fine, as mentioned, I prefer 1.5 for 1866/9 sticks, (if 1866/8 the possibly 1.6 voltage)
