CPU temps are fairly different in seperate monitors? Reports high temps but CPU feels cool?

My CPU usually idles at 16 C loads around 30-40 C ... today I noticed it had jumped to 60 c.. so I took multiple steps to solve it with no resolve. I cleaned fans,heatsink, refitted, system restore, everything I can think of.. and the temps remain around 50-65 C IDLE .. FOR NO REASON... also the software I use to monitor the temps are telling me a pretty big drastic differance between the two programs, SHOW BELOW, please someone help me.. The inside of my computer feels like a spring breeze not hot at all, even when my cpu had reached 90C underload, I quickly shut down computer and felt all around the CPU even took it out and felt it and it didnt feel hot at all... WHY IS THIS HAPPENING!

so I woke up this morning and the monitor says while I was sleeping the max temp got to 192 C ~!! THIS JUST ISNT BELIEVEABLE!!!!!!
