That depends on the psu and what else you have on the 12v rail. Is it single/dual or what. Mine has 8 x 12v raills @25 amps each for example. It would be better to know your psu rather say it will run on 18 amps.

It has a TDP of 64 Watts, so it needs less than 6 amps. That's virtually nothing, it doesn't even need a power connector, it takes all of its power from the motherboard. This card is so frugal with power you could run 2 of them off a (good quality, branded) 300 Watt power supply!

Normally, a 300W PSU is not recommended for the GTX 650 when it nears its max demand. But that depends on the PSU. And on its ratings. What is your PSU make/model? The GTX 650 demands 64W at max. That relates to 5.3A from the +12V rail.

That's why I specified a good brand PSU! This is my PSU:

22 amps/264 Watts on the 12 volt rail. This is the standard PSU that comes with the Sugo SG05 case and there are people with this system with a low wattage i5 and Geforce 670 installed.

(Bear in mind that under normal usage no graphics card or GPU will pull their full TDP, so there is more breathing space than you would expect - the 170 Watt 670 typically pulls 150 Watts/12 amps when gaming, for example).

I would agree about the quality of psu making the difference. However, OP has not disclosed if they have a psu currently or is asking advice for an upgrade. Will need to know the specs of current psu (if there is one) and if there isn't, well that question already been answered.
