All,

I need your help in deciding between the two builds listed below.

I require a high spec PC mainly for Photoshop and Video Editing.

I need experts to decide for me, bearing in mind the following 3 points:

1) PC is mainly for design work
2) no bottleneck in performance or comprising in quality of products
3) my budget is £1300 (if I increase this then it will eat into my monitor budget of £250-300) overall trying to keep it under £1500.

I would recommend SPEC 1. but you should really change the power supply to something better.

i7-4770K is sufficient you don't need a i7-4930K.

212 EVO is a good, quiet CPU cooler.

(you could drop the Samsung 840 Pro Series 128GB SSD and get a 2TB HDD)

GTX 780 kills GTX 760 violently + has 1GB of VRAM more.

I suggest you get a 600w or 650w Silver Certified PSU.

It is his preference if he wants a SSD though; SSDs are always great and Samsung makes great SSDs.

Not really since that/those motherboard(s) have everything that you need and there's no point really in wasting even more money when the gain would be minimal.
