if you dont care about performance as long as you can play any game you want on low settings
every game low settings 720p
cpu i5 3570k (tier 1 by tomshardware)
gpu GTX 650

there is no bottlenecks because you are playing all on low settings its instant 60fps

That card would be a bottleneck if you have to run on low for that resolution. 3570k is plenty powerful to handle any single gpu solution. A 3570k with a GTX 650 is not a balanced solution. A more suitable card solution for the 3570k would be a GTX 750ti or higher, GTX 650ti boost or higher, HD 7850 or higher. So basically midrange and up is more suitable for a 3570k. Well bottleneck just mean that one part is limiting another. This picture is an great example:

There will always be a bottleneck unless both components deliver the same number of frames. With your current setup, your CPU is probably the bottleneck because the GTX 650 is able to power through at 720p. Although really your monitor is the bottleneck if you're getting over 60 fps with a 60 Hz monitor because the monitor can't actually display more frames than 60 per second.

So basically, just increase the resolution until you see an fps drop. You'll have found the point where your GPU starts to bottleneck your CPU.

The object of playing games is to enjoy yourself. If you're enjoying yourself don't spend another dime. There will always be a "slowest component" in any computer. You can call that a bottleneck if you like. There is no way to fix one bottleneck without creating another.
