What case are you using, or planning to buy? If ur talking in relevance to a top or bottom mounted PSU in a case

I your talking about the PSU placement, I would suggest facing it downwards for better exhaust for the PSU.
Its your choice really, if u need more cooling in the case then face it upwards at the cost of the PSU running bit hotter.

All PSU's can be freely oriented either up or down.
They all will exhaust out the back.
The intake can be oriented either to take in cooling air from the case inside, or often the case outside.
The purpose of the PSU fan is to cool the PSU, not the case.
I would orient the psu to take in cooling air from outside the case as a rule.
The exception might be a small case with no provision for any cooling fans.
In that situation any small air movement provided by the PSU to cool is probably a plus.
