CPU Usage when doing basic installs

I've been getting some bad CPU stuttering in games recently.

This monitor is just after I re-installed my OS on my SSD. http://imgur.com/XuAtcXM
Is this the CPU having trouble? It seems as there is more use of the first core, than the 3rd or 4th.

I did have a scare moment where I noticed stuttering and throttling and then the CPU got up too 73.5C and I quickly saw it, and applied thermal paste to the CPU. Though, after that, all of my games have been performing terribly.

Has been CPU gone bad? Is there any way to fix this? Also, ever since I got my SSD, stuttering has been a slight issue as well.

Is it my CPU or my SSD? Is there a fix? Thank you.

Specs:

Intel Core i5-3330 3.0 Ghz
EVGA GTX 660 Superclocked
AsRock H61M-DGS mATX
8GB DDR3 1600 mhz
Kingmin 750W PSU
Windows 7 Ult and Windows 8.1 64-bit
Toshiba Q Series Pro 128GB SSD
Toshiba HDD 500GB

is there any kind of overclocking going on, either with the ram or cpu or gpu?

What CPU Cooler are you using the stock intel boxed cooler? open the case and leave it open and check all the fans to make sure they are running and also that the heatsinks are free of hair/dustballs. if it looks fuzzy or hairy clean it asap.. reason i say this :

also what case are you using and the fan set up in the case is ? (how many, intake/exhausting)

the services resources cpu usage looks absolutely ridiculous, how many services and processes (.exe's) are running?

The thing is, my GPU only get's high and thats 70C max, but I've always had those temps, even before I was stuttering.

CPU
MAX: 60C
IDLE: 35C

I had the latest drivers before I did a re-install, and it was constantly stuttering while gaming. It was Battlefield 4 at first, then it was every game, like BioShock Infinite and even CS:GO

I'm using the stock intel cooler, it's running fine, GPU fans and case fans are running fine. No overclocking or anything. I turned off paging file and everything else.

possibly check the ram, check that the timings weren't reset, then check the ram load while the stuttering is going on, if the load is low then the cpu was most likely damaged.

if the stuttering smooths out or is gone when tabbed into windows i would suspect that the fan is dying if all the power management is shut off.

this is pure speculation due to the lack of information how your rig is tuned.
