Blue screen (going slowly to black) when trying to install windows

Ok, so here it goes..This is the 1st time i've actually bothered with a forum post but im DESPERATE. It's gonna be a bit long but please bare with me as any help would be much appreciated.

So..Couple MONTHS ago, i got a ''nvidia kernel has stopped working and recovered message'' leading to BSOD's and pc restarts (the was GeForce 8800GTS 512MB). After extensive research on forums and whatnot (trying new drivers etc even OS clean installation) i thought it must have been a gpu issue. So i bought a new card (ATI Radeon this time). Problem persisted only at that time i couldn't even log in windows or in the rare cases it would, after 30 min system would restart randomly.

I thought it was the HDD. I replaced it with a brand new WD Caviar Black 1TB. Didn't solve a thing. Couldn't log in windows.

I brought it to a ''technician'' who said that most possible cause was motherboard overheating and couldn't send power to the cpu (Even tho all temperatures were fine but w/e). So i bought new motherboard....

AT this moment the pc POSTS, i can log in the bios but if i try to boot from CD for a clean OS install (windows 7 btw) it will go up to the point ''Loading windows files'' , then the logo appears
and then i get BSOD which SLOWLY goes to black and then nothing.

CPU; AMD PhenomII x4 960T 3Ghz
GPU; Asus Radeon R7260x 2GB DirectCU II OC (BRAND NEW)
Motherboard; Asus M5A97 R2.0 (BRAND NEW)
PSU; Corsair TX750M (750W) (4 MONTHS OLD)
RAM; Kingston KHX 1333C9D3B1 8GB (2x4GB,2 dimms)
HDD; Western Digital 1TB Caviar Black SATA III [WD1003FZEX] (BRAND NEW)
DVD; Samsung SH-224DB (SATA) Black (BRAND NEW)
OS; windows 7 ultimate

I have checked all cables inside the case.
I have reseated the cpu and applied new thermal paste. (although might need to do it again since my cpu is a bit too warm for minimum/idle load aka somewhat 45-50C)
I have updated BIOS to latest version.
I have run Memtest86 for almost 6 hours no errors found.(although both dimms were installed during the test)
I reseated the RAM sticks.
I switched to all possible combinations of RAM sticks to slots.

Nothing solved the issue. At this moment the HDD is empty and i cant get past the installation for windows, leading to a BSOD (that slowly goes to black like lol). Also, when i tried switching the slots for RAM dimms i noticed that when i plugged the power cord back to my psu, the power in my room would go out sometimes..My guess is its either a PSU issue or cpu has fried..I don't even know anymore.

Anyways..PLEASE help me this freaking thing has been tormenting me for over TWO MONTHS and i don't even know what it is...
 
Since you tried and tested just about every other part, the power supply is next. That would have been the second thing I would have tried after the video card when you got those first errors. Motherboard and such would have been down the list a bit. It may also be your house power, you said the lights would go out. That means your power on the circuit you are on is unstable or does not have enough power draw off the main line to run things properly.

The only good thing with all this, is you have a faster video card once you get the system working again, but the hard drive and motherboard were probably unneeded purchases till after you tried a new power supply.

So you re leaning towards a bad/faulty PSU if we assume the power in the house is fine? (which should be, i never had MAJOR issues with it in the past but not sure) Do you rule out cpu failure?

Also some things in the bios voltages;
CPU Voltage= (reads)1.452V
5V= (reads) 4.992V
3.3V= (reads)3.288V
12V= (reads) 11.891V
 
The readings are close enough to what they should be but that does not give you a clean bill of health. If MAY be a CPU issue, but like I said, spending money on this system, or even lots of time, is a waste when you can find good used Dual Core systems for under $100. A new power supply (of any quality) is about $30, a full new system can be had for maybe double that.

Try booting off a Linux disk (Knopix has a good disk you can run off the CD/DVD directly), see if that runs fine. You'd want to load the graphical interface from the boot options. This may not give you much if it works perfectly, but it may also crash.
