I would suggest you to upgrade the GPU alone as of now as you do not have that much budget. If you have to upgrade CPU, you have to upgrade the motherboard as well, because it has a very old socket and it will not support i3 or anything above. What is the budget for upgrade?

I would say, i5 3570K 3.4GHz LGA 1155 Processor is the best in i5. And as you see you need a motherboard with LGA 1155 socket as well.

If you are going to upgrade you should at least get an Ivy Bridge or Haswell. Why pay all the money to upgrade the cpu/mobo/ram and upgrade it to a CPU that is already 2 generations old.

Even an i3 4130 and a GTX 750ti would be quite the leap from what you have now.

If you are going to upgrade, it is going to cost more for sure, so think twice be wise before you are investing money ;)
