Ram 1600 and 2133 difference. Is the difference more than small? Can you get more than 2 FPS in games because of it does it matter for Gamer pc and programing pc?

Do you mean 2FPS difference? Probably not that much of a difference. The CAS latency is one of the biggest factors in memory. Lower the CAS, the better. 9 is considered standard. Unless you are doing something like advanced movie edits and film work, you will see less difference. Games are not actually that memory intensive.

For gaming, CAS Latency and RAM speed are beneficial up to a point. I would say 1600 or 1866 with CAS in the 8-10 range is going to be plenty fast enough.

The only time you will see an improvement over 1866 is in the case of an AMD APU or the new Kaveri HSA architecture. In those cases, high performance RAM is shared by the CPU and GPU. You can go up to ~2400 on those and see some gains.
