Those white dots are probably something known as artifacts and can generally mean two things:
1. You overclocked your graphics card too much and it isn't running stable
or
2. Your graphics card is failing.
If you haven't overclocked, we're looking at option number two here. Do you have any friends with AMD graphics cards that your power supply can handle or can you get one for testing from a local pc store?
