Have you allowed it through your firewall? Go to control panel>system and security>allow a program through firewall>allow another program, find and select steam. Make sure both boxes are ticked Home and public.

Now go Go to control panel>system and security>windows firewall>advanced settings>inbound rules, scroll down and make sure the circles are ticked, if not right click and select enable rule.

Now go Go to control panel>system and security>windows firewall>advanced settings>inbound rules>new rule>program, then browse and select steam>next and make sure allow connection is selected and make sure domain, private and public, then name it anything and click finish.

Do the exact same but for outbound rules.

Hope I helped, also make...

Did you delete the steam files or uninstalled all steam components or game components, if so then maybe on solo games but if not then no, all that does is allow the connection going from you to steam and steam to you without it blocking it.

I've never lost any solo player progress after reinstalling Windows, then Steam so my guess is that you should be fine
