Thermaltake Tr2 700W fans spin half a second

so I replaced my power supply, hooked everything up correctly(what I assume) but my computer acts like it's going to run, but then doesn't all my fans will turn for a bit and then nothing happens. It doesn't do this every time I hit the power button, I have to unplug it for a bit and then plug it back in.

(Don't know motherboard, it's an MSI though)
GPU:Amd radeon 6450
CPU: Amd fx 4200
PSU: Thermaltake Tr2 700w
Ram: 8 gb ddr3

What would your recommend?I plan on upgrading my gpu to a 7870. Not sure about cpu yet.
