Windows 7 clean install - restart loop.

I've recently been trying to do a clean install on my system with windows 7 ultimate 64 bit. I've tried numerous times and every time it gets to the "preparing your desktop" screen, and the jumps to "logging off" and "restarting" without ever logging in. when my system restarts it will get to the "press any key to boot from CD.." screen, and stick there. If I press a key to boot from CD it begins the install all over again.
I've formatted my hard drives, tried different monitors, disconnecting my graphics card, using a vga monitor, using just one stick (4gb) of ram, unplugged my SSD harddrive and unplugging every USB other than my mouse, keyboard, and my CD drive (I'm using a USB cd drive).
I'm now out of ideas of what could possibly be the problem. any help would be greatly appreciated.

Umm don't press any key to boot from CD once you've installed it the first time. Your desktop/laptop has a boot sequence where it reads the cd/dvd drive first (hence why you see press any key to boot from CD) then hard drive second. Not pressing a key at that screen will allow the hard drive to boot, and thus the OS.
 
boot with the windows cd or use usb iso to usb tool. make a bootable usb stick. make sure on the ssd and the hard drive there no system restore partion. also if the system going into a reboot loop try using microsoft tools to remove the master boot record and rebuild it. if it damaged or has a virus can cause issues. also if your motherboard has amd chipsets you may need to do advance mode or make a newer slipstream iso image that has amd chipset drivers installed.

I let it get through the first two restarts. it shuts down after I enter things like the time and my passwords when it first tries to log me on. If i don't press a key it just sits at the "press any key to boot from CD...." I've waited for 10+ minutes at that screen.

I do not have an amd chip set, and how would I go about making sure there is no system restore partition?
 
boot up with the windows installer cd go into advance mode. look at the drives windows by default on a blank rive will make two partion but wont remove the system restore one. you have to go in and remove both youself or use disk tools to wipe the drive of all the partions.

I wiped off both my hard drives and attempted to re install windows one more time, still the same problem.

The CD may not have burnt properly, missing important setup files. Try using a USB to install from.

Also, before you turn the machine on make sure there is no disc in the drive, that might get to the login screen without you having to wait for the "boot from CD/DVD". And it might also give you an error which would be helpful to know

tried to boot with no cd in the drive and instead of getting "boot from CD/DVD" I now only got a flashing "_". after attempting to boot from a flash drive, before it gave me the option to boot from the USB it gave me a BOOTMGR is missing error press ctrl+alt+delete to restart. which was my initial problem and why i needed to do a fresh install. what does this mean and how can i fix it with my already formatted hard drives?

I never did end up finding a solution, and as much as i hate it, I'm now running on windows 8. but its better than not running at all.
