Old laptop needs to be restored

My friend has an old laptop that his dad gave him. It's filled up with lots of stuff he doesn't want and may have a virus on it. How would I go about cleaning everything up on the hard drive? I thought about doing a fresh install for him, but that means he'd have to find all the drivers for it afterwards which would probably be a hassle. Is there a way to wipe basically everything but the OS and core components of the laptop? I don't know the specs or model number currently, but I do know it's a Dell if that helps at all.

update: after trying to startup the laptop, it won't even get out of startup repair. It automatically goes there when booted and doesn't seem to finish. It's been doing this for about an hour straight.
