Low FPS after upgrading PSU

before i had e 350W PSU ,i dont know which firm was ,my graphic card is GT 8800 1GB ,and with 350W my computer sometime shutdown but i was able to play GTA IV on Very high setting without laging ,now after i upgrade PSU to AcBel 460W with these spec: 13.0A ,17.0A,16.0A etc,, and max with 12.0V ,i can't play GTA 4 on very high setting because FPS go to 22 ,max 30 ,i dont know where is problem ,i think maybe on PSU ?
 
Solution
When you had GT 210 you wasn't able to play at high/ultra settings.. That means the CPU wasn't so stressed.. When you got the 8800GT you started playing at high/ultra settings and your CPU had too much to do with the new settings and started to overheat..

Straight from psu with appropriate gpu connections, or via dual four pin molex to six and/or eight pin gpu power connectors?

ok, just checking.

I don't see what could of changed. Your H/W is what it is.
Absolutely nothing changed in H/W or S/W (including drivers), besides psu right.

I'm at a loss then

You could use the the six pin adapter that came with card and try it connected to two different 4 pin molex connectors, preferably not on the same cable from psu (if it has two that is), instead of using the hardwired to psu 6 pin gpu connector.

Three rails. It should be good for a 8800.
i would try losing the six pin connector altogether and using the dual four pin molexs to six pin adapter as aforementioned.
If only to prove a point. Really nothing should have changed with your gaming experience, noting at all.

Do you still having the issue of shutdowns after the PSU upgrade?
Did temps change after replacing the PSU? what temps do you have for GPU/CPU in gaming and idle?
Try replacing the newer one with the older one and see if it work normally..

no i dont have problem with shutdown PC now ,now just Freezen PC when playning games sometime on better games also low FPS than before,and my MAX temp is of GPU is 80 ,and in idle is 55-60

I can't of any good that might be causing this issue except overheating.. Some PSUs don't like heat and will under-perform when overheating...
Also, Any GPU/CPU will under-perform when it's overheating until it cools down.

i just overclocked CPU temps ,while playning GTA IV ,it goes on 73°C MAX ,and sometime goes 70°C.
my procesor is: Intel core 2 quad q8300 2.5GHz ,is a normal heating this ?

For Q8300, The maximum temperature allowed at the processor integrated heat spreader is 71.4°C.. It's definitely an overheating issue!
Try using an aftermarket cooling solution for your CPU.. If you have overclocked your CPU in the past I recommend under-clocking to stock speeds.
