2 240's vs 1 360 Radiator

Cooling both my CPU and GPU. Should I make a loop with a single 360 or two 240 rads? what would offer better cooling?

You haven't even said what components you'll be cooling. If you want to push an i7 4770K past 4.7Ghz coupled with an R9 290X then a single 360 rad might not be enough. What components do you intend to watercool and how hard do you want to push/overclock them?

Cooling performance might end up being quite similar if you get a quality 360 rad, paired with x2 Noctua 140mm fans.
I would probably choose the 360 rad over 240 rads so the tubing is easier, but couldn't you always add another 240 rad later on?

Your safest bet for a beginner watercooling setup is as follows:
x2 240 rads in this configuration: Pump > CPU > Rad > GPU > Rad > Reservoir.
I would watch some videos on youtube about setting up watercooling loops. LinusTechTips and NCIX have some great build guides.

I have a 780ti with a 4770k. I do intend to OC but not by that much. I am only going to be watercooling these two components. The 2x 240 rads are going to be a more expensive route than just the single 360 rad. But if the general consesus is that I will get better cooling doing a Pump > CPU > Rad > GPU > Rad > Reservoir with the 240's then I will do that over the 360. However if the 360 will be enough I will stick with that and try to save some money.
