Am I facing a bottleneck ?

Could be a CPU bottleneck, but not likely. Certain games, such as Crysis 3, will bring your CPU to its knees. You could upgrade to a Core i5 or i7 CPU and see if you find any noticeable improvement. A Core i7 has 4 cores / 8 threads while a Core i3 has 2 cores / 4 threads. A Core i5 would be a better value, though, since it's 4 cores / 4 threads and $100 cheaper than a Core i7. But since you have a Core i3, upgrading to a Core i7 makes more sense. But then you'll need a better video card to notice any real fps performance improvement. Other than that, I don't see your CPU bottlenecking a Radeon HD 6850.
