Start up with keyboard in Win 8.1

When i press any key from the keyboard the computer start up is this normal ?
And is it safe to cut the power off after shutting the computer down ?
 

This is normal behaviour for a PC that has gone to 'Sleep'. If it is a Desktop, best to shutdown properly before removing AC power. 'Sleep' uses RAM to store data for a fast resume, and this data will be lost when you remove power on a desktop, but would be maintained if on a Laptop as long as the battery lasts...

Yes i have a Desktop
but i mean when my Desktop turned off "not sleep" and attached to the power and when i press any key suddenly it turned on and windows start I'm just afraid from completely cutting power off after shut it down normal way
 

Get into your BIOS and look for a power setting that says 'Wake from USB' or similar, disable it if you don't want your PC to start from the Keyboard, which is a USB device...

i just want to make sure is it safe to completely cut the power off from my Desktop in this case ?

and what differences between turn on from the normal power button and the keyboard ?
And which way should i use for turning on my Desktop from the normal power button or from the keyboard ?
 

No difference when you turn on, the Power On Sequence will be the same by either method. There are several ways of turning off your PC with Windows 8. The 'normal ' way is by using the Charms Menu, this will utilise the 'Fast boot'. 2nd method is to use the windows Key plus 'X' Menu which bypasses fast boot, 3rd method is the 'Hard Power Off' by holding down the Power button for 5 seconds, also bypasses fast boot. Then you can restart your PC in Troubleshooting mode by holding down the Shift Key and selecting Restart from the Charms Menu, useful to get into Safe Mode for whatever reason...
