I have a Dell 15R laptop with 3 usb ports. all 3 of them are loose when I plug in a usb device, and won't charge/connect devices. is there anything that can fix this?

Solution
If they are not broken, and you are comfortable doing so, you can remove the motherboard. It's possible that the solder has broken that connects the port to the motherboard. You could remove the old solder and flow new solder. Now if the trace or the solder pad on the motherboard is damaged as a result of the solder cracking, it becomes much more difficult to repair. If this has happened and your not an electronics tech, you might want to have someone with experience attempt the repair.

If the port itself is broken, you can usually find a suitable replacement at Newark, I've purchased ports from there for exactly this purpose. Again if you aren't a tech, I would get someone who is to do the repair.
