i5-4670k and overheating

Specs
CPU - 15-4670k
MB - Asus Maxiumus VI Hero
Ram - 16GB Corsair vengeance
GPU - ASUS Nvidia GTX 760
Cooler - Corsair H90 with push pull fan
OS - Windows 7 SP1 64b

This is my 1st attempt at building in a long time.
I OC'ed my system to 4400MHz
VID: 1.3019V

What I notice is while running handbrake and having Core Temp running my cpu hits temps @ 63/51/58/53 on the cores at what reads 100% ram usage 24%
I also get a warning of high cpu usage from Norton as well.

Is this to be expected?

Also since its the 1st time using water cooling, how do I know its working properly, is there a way to tell?
The only thing I can see is where the water cooler is plugged in I get a fan speed reading in RPM.

That's not overheating. The Core i5-4670K has a maximum specified Tcase of 72C, and the core temperature will always be higher than Tcase. So your temperatures are not problematic at all.

100% CPU usage is only natural when you're running an intensive application like Handbrake. It's a good thing, it means the CPU is using all its resources to get the job done as quickly as possible.

What RPM is your fan running at?
