Artifacts in World of Warcraft all over the screen

I have artifacts all over the screen in WoW that show up sometimes. When this happens I reset and they disappear. It's really annoying. I also have really low FPS in raids (20-30). Old old computers have 50-60 easy.

I ran newest 3dmark, heaven and metro last light benchmarks and got these temps:

Nothing is overclocked as you can see and I have installed the newest drivers:

What could be the problem?

Specs:

CPU: AMD FX-8350 | GPU: MSI Radeon HD 7950 OC BE 3GB| Motherboard: ASUS M5A97 R2.0 | RAM: DDR3 2x4GB kingston | PSU: Thermaltake SmartSE 730W | ViewSonic VA2349S 23" | HDD: 2TB + 400GB | Windows 8.1

I'd have to keep fans at 100% for a long long time. Because, sometimes this happens twice or 3 times in 1 hour, sometimes it doesn't happen in 2 days. Hard to debug :/ . No artefacts anywhere else...

anyway, with wow it might be a corrupt patch or update. Failing that change the direct x mode its working on. If you on dx11 try 9 and see if it helps.

try wows repair tools, one is on the menu of the launcher. If that doesnt work, its a pain in the arse, but uninstall it and re install it.
Keep your addons directory and WTF dir, and you can just restore your original layout in full :)

Its clearly an issue with the game, as your whole GUI isnt affected by artifacts or dots, and if it was a temp issue, with artifacting like that i'd expect a system crash.

you need to do something to trouble shoot the problem. It could well be an issue with the extra dx11 textures and fx. I have also seen corrupt installs pass the repair tool verification.

Look at is this way, there is a) something wrong with your wow install, or b) your gfx card is broken.

the only other thing to do is play with all your addons disabled. That can be an issue. But im only seeing standard addons there, like titan bar etc. Make sure you have them all up to update for 5.4.

Ask your friend to run the same benchmarks and compare results. If they are similar then it is something specifically with your WoW install/setup. This could at least help narrow it down.

when you say its a problem, is performance an issue ? 25-30 fps is normal in WoW, regardless of hardware. Massive 25-20 fps rollercoasters are common. Its down to game sync. Are the artifact gone ? did you follow the advice given so far ?

25 man instances always have performance issues.

Artifacts in-game are not fun.
1.) In-game set video settings to 'default' and see if this effects the rendering of artifacts.
2.) Disable in-game add ons like the mage add-on (combustion helper), maps, and Titanpanel (as an aside there are alternative add-ons to Titanpanel that provide the same information on screen without using a lot of memory). e.g. I once used an add-on in which what looked like tearing was, it turned out, bars and indicators scaling improperly on the ui.
3.) If your CPU has integrated graphics and your MB supports it - Disable the GPU card and plug your monitor into the MBs video out and see if 'tearing' persists. There has been some back and forth regarding if it can be a GPU or not and I believe the answer is Yes.

Here's a graph of FPS on a boss fight in LFR:

1280x720 resolution. Settings: everything on low. Watch how many times it dips under 25 FPS in just 60 seconds

I tried reinstalling the game and running without any addons. Also "clean booted" my PC, with NOTHING in the background except wow and windows processes

you've re-installed WoW and played vanilla style without add-ons?

What about display drivers? are they 13.12 (last 'stable') or beta?

Is your graphics card installed in the Blue or Black PCI Express slots?
