New Computer Having Trouble Booting Up?

Hello, I recently built a computer and everything works fine except for the boot up. Whenever I turn it on, it does several different things:
1. Sometimes it runs for 3 seconds or so, then turns off, then turns off and runs for 3 seconds, and this cycle repeats for a while until one of the other occurrences happens.

2. Sometimes it will turn on and make it to the mobo BIOS screen, then it will restart and either do the same thing or do something different.

3. Sometimes it makes it the BIOS screen and then freezes, forcing me to do a hard reboot (this one doesn't happen often).

4. Sometimes it loads up to the windows loading screen (the one where the 4 colors come together to make the windows logo) and then restarts or freezes (usually restarts).

5. Sometimes it just works and turns on properly without incident. Once it makes it to the desktop screen everything runs flawlessly.

Note that I am running Windows 7 64 bit and also please note that I am using two hard drives (windows and select programs are on ssd, everything else is on hdd).

What do you guys think could be the cause? I really have no clue.
