Why is my R9 290 underperforming so much?

MSI gaming 290. I get like 45.3 fps compared to 68.7 in the benchmark (1440p ultra 0xAA) overclocked to 1137mhz core clock.

I have a i5 4570 though and the test was did with a 3960x but I though the processor didn't have that much of an effect on graphics performance.

Nope. the 65.8fps is the sky blue bar which represents the 1440p Ultra 0xAA value.

What do i doo if thats the problem? Heat cant be the cause i got 5 fans in there ventilating the case.

Even if your case airflow is perfect, the reference coolers on them are crap and even in open air cant stop them throttling.

If that is the case, you can either accept the lower performance or look into cooling options for the card - I would recommend the Kraken G10 + a AIO cooler.
