It uses both.

This is not a long distance phone call, you are changed by how much data is passed to/form your connection.

Every bit of data going to or from your device is counted.

Here is a quick usage estimate on Skype's website. It doesn't look like your 1GB plan would last you very long if you plan on doing video calls https://support.skype.com/en/faq/FA10853/how-much-data-will-skype-use-on-my-mobile-phone

Yes, using Skype will eat into your usage allowance. 1GB isn't very much in this day and age! I'm assuming this is a phone/3G allowance?
